What is ISMEP?

Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP)becomes effective with a loan agreement between Republic of Turkey Prime Ministry and World Bank. Later on an additional loan agreement is signed with European Investment Bank. The total loan amount of this Project, which will be completed between 2006-2014, is 160 million Euros. This Project closely concerns residents of Istanbul and all public institutions and it is conducted by Governorship of Istanbul Special Provincial Project Coordination Unit.

What are the missions of ISMEP?

In order to increase earthquake preparedness level of Istanbul;


  • Increasing institutional capacity of Provincial Disaster and Emergency Directorate,
  • Increasing capacity of related institutions for emergency response,
  • Retrofitting priority public buildings,
  • Increasing disaster awareness with public trainings and developing safe life culture,
  • Making seismic risk analysis of all buildings within historical and cultural heritage
  • Taking supportive precautions for more effective enforcing of building zone code.

What is Safe Life?

Safe life is in order to enhance communal living quality;


  • To be aware of current and possible hazards and risks in all fields of life
  • To live by taking necessary precautions against these hazards and risks
  • To take individual and social responsibility
  • To be a part of the solution rather than the problem by forming social cooperation
  • To be sensible about our living areas

Who is Safe Life Volunteers?

Safe Life Volunteers are our citizens who attend disaster preparedness trainings of Governorship Of Istanbul, and be a volunteer for the preparedness of Istanbul against disasters by taking responsibility for safety of both for himself and his surrounding.

  • To be able to make risk analysis both for himself and his close surrounding at the stage of mitigation before the disaster
  • To be able to prepare emergency preparedness plan against a possible disaster for his family and close surrounding
  • To be able know basic behaviour types during a possible disaster and to be able to teach them to his close surrounding
  • To be able to prepare for the elapsed time till the professional teams arrive to the region after a possible disaster
  • To be able to apply first aid, fire extinguishing and evacuation in case of a disaster or emergency, have basic disaster information, skills and individuals who can reduce disaster vulnerability of his family and close surrounding.

Why the First 72 Hours is Important?

In none of the countries in the world, it is possible for medical, fire and search and rescue teams to reach all individuals spontaneously. During the first minutes of disasters everybody is on his own; only our preparation and knowedge will save us.

Each individual should be prepared for the first 72 hours which is called as golden hours after disaster. For this reason each individual has to be ready for the first 72 hours against a possible disaster.
